Lorie Schmidt recently joined Massie Partners after more than three decades of federal government experience working on cutting edge environmental policy and legal issues at the Environmental Protection Agency and on Capitol Hill. Lorie has extensive Clean Air Act experience, including over five years as EPA’s top Clean Air Act lawyer, when she managed a 40-attorney office and oversaw the legal counselling work on all Clean Air Act programs. More recently, she led the legal office that advises the Agency on CERCLA, RCRA and other waste issues. Lorie was Senior Counsel for the House Energy and Commerce Committee under both Chairmen Dingell and Waxman, focusing on climate and the Clean Air Act. Before going to the Hill, she had several legal and policy positions in EPA’s Office of Air and Radiation and Office of the General Counsel. Much of Lorie’s career has been spent at the intersection of environmental and energy policy. She helped develop the Biden Administration’s coal ash policy. She led EPA’s Clean Power Plan legal team. She was the lead staff architect of the cap-and-trade provisions of the Waxman-Markey climate bill that passed the House in 2009 and was a key negotiator of the renewable fuel program in the Energy Independence and Security Act of 2007. Lorie also was EPA’s Office of Air and Radiation’s lead on Congressional interactions on air and energy issues, including preparing several Administrators and other top political appointees for Congressional hearings. Lorie has been a member of the Keystone Energy Board for over ten years. Lorie, born and bred a Midwesterner, is a graduate of Harvard Law School and has a B.S. in Materials Science Engineering from Purdue University. She lives in Alexandria, Virginia.
