Elliot Howard joined Massie Partners in March 2021 after a seven-year stint working in the Senate. Elliot spent five years working for Senator Joe Manchin (D-WV), in various roles starting in the personal office where he advised Senator Manchin on energy, environment, agriculture, and mine safety issues and most recently as a Professional Staff Member on the Energy and Natural Resources Committee. After joining the Energy and Natural Resources Committee in January 2019,Elliot focused on issues related to energy production on federal lands including onshore and offshore oil and gas development and deployment of renewables including offshore wind, critical minerals and mining policy and abandoned mine reclamation. Elliot crafted then-Ranking Member Manchin’s messaging on the John Dingell Act of 2019, and the Great American Outdoors Act of 2020 and was a key Senate negotiator of the Energy Act of 2020, the most comprehensive energy law enacted in over a decade. Elliot began his time in the Senate working for Senator Jon Tester (D-MT).A native of Montana, Elliot graduated from Montana State University with a degree in American History. He lives in Washington D.C. with his fiancée.
